Minutes
May 21, 2002
The Hull Board of Selectmen meeting was called to order at 7:38pm on Tuesday evening, May 21, 2002, at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.
Present: Thomas Burns, Clerk; John Reilly, Regina Burke, Gerald McLaughlin and Leonard Hersch, Members. Also present were Philip Lemnios, Town Manager, and James Lampke, Town Counsel.
The first meeting of the Board following the annual election was called to order by the Clerk who spoke of the sudden passing last Sunday of George Finneran, Executive Director of the Hull Housing Authority, and long-time resident. Among his survivors is his sister, Town Clerk Janet Bennett.
A moment of silence was observed in his memory.
Burns and the members expressed their special appreciation to Janet Bennett for conducting and overseeing the annual elections last Monday, under such painful circumstances.

Burns and the members welcomed the two new members, Gerald McLaughlin and Leonard Hersch to the Board. He then commented on the 2900 citizens who voted and passed the debt exclusion for the reconstruction of the schools. He said that Jim Lampke, on behalf of the people, spearheaded those votes.
Lampke responded that he didn't do it alone and had help from many hardworking persons, and that not only did the ballot question pass - it passed strongly, which is an indication of the values of the people of our Town.
Hersch offered his thanks to those who took the trouble to vote, and added, whether they voted for me or not.
McLaughlin thanked his campaign workers, the voters, his wife and daughter, and said he is proud and humble to have been elected.

Burns opened the reorganization for nominations for Chairman.

Hersch declined the nomination.

Burke said she wanted to thank the voters in Hull for supporting the debt exclusion.
The Board recessed at 8:10pm and returned at 8:29pm.
Hersch said that he wants to return the Board to weekly meetings.
MOVED-Hersch: Starting on May 28, 2002 the Board will meet weekly.

Burke said that she wants the decision to be subject to change if there is a week when there is not enough on the agenda.

8:00 PM
Denise Fisher, President of the Hull Chamber of Commerce, and Jim Gillis, Chairman of the Hull Scholarship Fund, appeared before the Board requesting to park cars at the Nantasket Pier for fund-raising.
Fisher described some of the accomplishments of the Chamber such as the visitor's center, and past fireworks displays, but said this year there is not enough money for fireworks. In response to a question from Reilly, she answered that the money earned from the parking lot this year will be earmarked for next year's fireworks.
A heated discussion followed which began over the $30,000. needed for fireworks and the estimate of raising only $9,000. from the parking lot.
Fisher said that next year any extra money that is raised for fireworks will be donated to the Scholarship Fund.
Gillis thanked Fisher for her generous offer and said he has been chairman of the fund for 15 years and has helped many students. The fund has a balance of $160,000., he said, but he worries that “we've gone to the well too often”. He also offered a special thanks to the O'Brien family (Jake's Seafood) for the rental of slips for boats donated to the Scholarship Fund.

Paul Dunn, a citizen and operator of the HRA parking lots, arrived at the meeting and offered to give $7,000. to each non-profit if he is permitted to manage the lot.
After discussing the generosity of the offer and the implementation of such an offer, the consensus of the Board was that it might set an unmanageable precedent.
MOVED-Hersch: To award the Nantasket Pier parking to the non-profit Hull Scholarship Fund.

Town Manager
Lemnios announced the schedule for the Memorial Day Parade and two dedication services: John J. McCauley Memorial Square at the corner of Kingsley Road and Touraine Avenue; McDuff Landing as a memorial to Frank McDuff at Nantasket Pier to be held Monday, May 27th.
Meeting adjourned at 9:52pm.
